* WINDS... NORTH TO NORTHEAST AT 5 TO 15 MPH.

* LOCAL IMPACTS... DANGEROUSLY LOW WIND CHILL VALUES WILL RESULT IN FROST BITE WITHIN 30 MINUTES ON EXPOSED SKIN. PATCHY SNOW AND BLOWING SNOW TONIGHT WILL REDUCE THE VISIBILITY AT TIMES...
