The county will open a new Phase 1 CIP cycle beginning May 24. Phase 1 applications can be submitted by any citizen or staff member at that time. The cycle will close Aug. 23. An informational meeting will be from 5:30-6:30 p.m. May 19 in Council Chambers. Citizens or county staff with ideas for projects who might consider submitting a Phase 1 application are encouraged to attend. The committee will be available in this informal session to visit with them about their ideas and the application process.
In addition, the county’s Capital Improvement Program (CIP) Evaluation and Oversight Committee has set a public hearing to consider two Phase 2 applications for the White Rock SR 4 Alignment and the White Rock Arroyo Trail. The hearing will be at 5:30 p.m. May 27 in Council Chambers.
Each applicant will present their Phase 2 application to the Committee, along with a summary update of their Phase 1 completed activities. The Committee will then have the opportunity to ask questions. After that, the floor will be open to public comment for those individuals wishing to speak in support or opposition of the project. The committee must decide — based upon the written and presented applications and public comments — whether they believe the proposed project is ready to move to Phase 2. The committee has four options: They could recommend that the application move forward to the county administrator and council for further consideration and funding with no additional comments; they could send it forward to council and the county administrator with recommended actions or comments; they could send it back to the applicant for further work or study; or, they could terminate the application process.
The committee recently recommended that four other CIP projects move forward. Their recommendation came at a public meeting on May 6. The four projects listed below were recommended to move from Phase 1 (Study) to Phase 2 (Design and Construction).
• White Rock Visitor’s Center and RV Parking
• North Mesa Ball Field Lights
• Golf Course Community Building
• County Records/Historical Archives
All six Phase 2 project applications are available to download on the Community Development page on the county’s Web site at www.losalamosnm.us.
The Web site also contains background information about the CIP process and the process that was used last year (which was the process that moved the above projects into Phase 1 status). Individuals can still download any application or the minutes of the meetings that were held last year by the committee as background information on any of the above projects. The agenda for the May 27 meeting will be posted no later than May 24.
A date of June 8 (7 p.m. in Council Chambers in Los Alamos) has been set for the council to consider the four Phase 2 CIP applications approved on May 6. Depending upon the outcome of the May 27 meeting, the June 29 council meeting has been slated for the council to consider the two White Rock projects listed above.
