The Los Alamos Commerce and Development Corp. board of directors has hired a veteran of municipal government and economic development as its new executive director.
Board members met in a special session late Thursday afternoon and voted unanimously to bring Scott Randall on board to succeed Kevin Holsapple who has served as the organization’s top executive for the past 15 years.
Holsapple announced his intention to step down from the post in December.
Randall formally accepted the position Tuesday morning after working through details related to relocation and other matters.
Randall, 57, has an extensive resume spanning about 35 years, the bulk of which he spent serving as city manager in locations that range from LaGrange, Ill., to Superior, Colo. Most recently, Randall worked as the general manager for the Hot Springs Village Property Owners Association in Arkansas.
As he embarked on his career in the late 70s, Randall said that his goal was to become a city manager. Once he grabbed that “brass ring,” Randall told the board that he’s ready to tackle a new challenge.
Randall was selected from a pool of about 17 candidates vying for the position as the result of a national search that attracted a number of local candidates as well. A selection committee comprised of both board and chamber staff members narrowed the field to a handful of candidates who were then interviewed by the full board.
Some achievements that Randall points to as his most significant include the attraction of a joint venture Mitsubishi auto assembly plant in Normal, Ill., where he was responsible for a 1,200-acre land acquisition and ensuing annexation. The 2.1 million square foot plant ultimately employed more than 2,900 workers.
During his time as city manager in Clayton, Mo., he was successful in working through major campus expansions of several colleges in the town, along with oversight of “the most prolific construction boom in the city’s history.”
He also spearheaded efforts to build a $20 million 134,000-square-foot community recreation center in cooperation with the local school district.
While city manager in Auburn Hills, Mich., Randall said he implemented a multi-faceted economic development program along with “numerous neighborhood preservation and code enforcement initiatives.”
Just prior to his time in Arkansas, Randall was town manager in Superior, Colo., with a population of 14,000. His biggest accomplishments there included providing “exceptional community services through third-party vendors and the initiation of economic development and code enforcement programs”, Randall said.
Randall has a bachelor’s degree in Political Science from Western Illinois University. Randall and his wife will relocate to Los Alamos and he expects to be on the job by April 1.
In a late Tuesday morning email to the LACDC Board of Directors, chair of the search committee Bill Wadt said, “I want to thank the board and staff for their active involvement in the selection process.
