County awards CMAR contract for JPJ Complex

The County Council had a heavy agenda to tackle at Tuesday night’s meeting and it proved to be a long night.

With three county councilors on vacation, a quorum of four councilors was left to make decisions. Councilors Jim West, Jim Hall and Nona Bowman were out of town.

Though there were many issues that were dealt with last night, one of the highlights of the evening was the council approving the hiring of a Construction Manager at Risk for the Judicial/Jail/Police Complex.

The motion passed 4-0, with little discussion.

The CMAR Services Agreement was awarded to HB Construction for construction for the JPJ Complex; and approval to proceed with preconstruction services in the amount of $85,050, including applicable gross receipts tax.

According to county documents, the CMAR RFP for the JPJ Complex was released for advertisement on April 13.

Two firms attended a non-mandatory pre-proposal meeting on April 29. The procurement process included a two-step qualification procedure, the first of which was for firms to submit an Initial Proposal.

Three firms submitted proposals, which were evaluated by the staff selection committee and all three firms were short-listed to proceed to the second step of the procurement process, the Initial Guaranteed Maximum Price (IGMP) proposal.
