Committee reviews final CIP applications

  The last in a series of meetings, during which Capital Improvement Projects applications were reviewed, was held on Friday night in Council Chambers. The committee appointed to review the applications heard presentations from sponsors on the last six applications.

  Applications reviewed on Friday night were as follows:

•    Airport fencing — The application states that it is a Phase 2 application to detail and install new fencing, similar to what was used on Diamond Drive along the street edge at the golf course, which is a green, black and brown coated chain link fence. The majority of the fence at the Airport is already chain link except that along the NM502 and Airport Road. The current fence does not meet the requirements of the Federal Aviation Administration. Approximately 6,200 lineal feet of 8-foot tall chain link fencing with three strands of barbed wire on top angling outward from the fence at a 45 degree angle is required to meet FAA requirements. The total cost of the project is estimated to be $306,377.

•    Tennis facilities upgrade — The CIP request is for five new tennis courts to be added to the current four courts at the Mesa High School site. According to the application, current county tennis facilities are not adequate venues to hose USTA sanctioned events. The county needs a sustainable, high-density configuration of tennis courts that promotes county business by brining in outside players to the townsite while providing adequate facilities (five courts) in White Rock. Included in the request is a “command center” and a viewing area, landscaping, sidewalk and plumbing for water and restroom facilities. The total estimated cost for the project is $480,000.

•    Ashley Park Pond pavilion — The pavilion would serve the general public and would be located in the vicinity of Ashley Pond. After the Phase I application is approved, staff will look at various sites around the Pond and make a recommendation regarding the beset site. In 2006-2007, the Parks Division did a similar project when staff rebuilt the pavilion at Urban Park. That pavilion was similar in size (40’ x 40’) to what they are requesting in the CIP application. Final costs for the Urban Park pavilion were $30,000. The estimated cost of the Ashley Pond pavilion would be less than $100,000.

•    North Mesa ball fields lighting upgrades — According to the application, two years ago, the Los Alamos Department of Utilities conducted a survey of the wooden utility poles throughout the county. The poles include light poles, wire poles and support poles at the North Mesa Sports Complex. Several of the poles were determined to have core rot sufficient to require bracing to prevent failure and collapse of the poles. Additional poles are facing advancing core rot. These poles must be replaced for the safety of the field users. At the same time, it was made apparent by a study from Musco Lightning that the lights and fixtures were antiquated and should be replaced with more efficient and less costly fixtures. New lights will produce less glare, bounce and disruption of the night sky. The total estimated cost is $80,000.

•    Aquatic Center leisure pool — The application requests funds to add a warm water children’s/leisure pool to the Larry R. Walkup Aquatic Center to continue to fulfill the vision of the Aquatic Center Master Plan of November 2002. As proposed, the pool will have a maintained water temperature of 84 to 86 degrees. The pool will meet the needs of small children, youth and senior citizens and will assist with the instructional, shallow water therapy and special program needs. The complex will also add two family locker rooms. The estimated cost of the project is $1.311 million.

•    Horse stables covered arena — The application requests funding for a covered arena on land currently owned by the county, located near the horse stables. A covered arena means a large rectangle with a weatherproof cover and sidewalls. It would require electrical service for lighting and plumbing for a bathroom. If the county will do the site preparation and construction, the cost of the project is estimated at $60,000 for a fabric roof and wood or concrete sidewall arena. A steel pan structure with sides would be $160,000. The costs are for materials only. Electric and plumbing is not figured into that cost. The entire estimated cost is $250,000, which includes labor.

  “I think the quality of these applications by and large is very good,” Community Development Director Rick Bohn said. “It’s good but it also makes it very difficult for the committee because as I look at all the applications received and the dollar amounts attached, I think it’s unlikely that council will be able to fund all of them.”

 He said that the committee will have suggestions for how the applications can be improved or modified. “On February 5, we’re actually going to stat to score the different applications,” “Those will be preliminary scores. We want to do a dry run, go through it, and see what people think. We’ll also make comments on the applications.”

  There will be no meetings this coming week. Instead, Jan. 26-30 will be used to allow the applicants time to answer any committee questions or gather their final public support letters. The applicants have until 5 p.m. Feb. 2 to answer questions and submit letter of support to the committee. Two additional meetings will be held next month so that the committee can close out the application process and develop final recommendations. Scoring and recommendations by the committee will take place at 6 p.m. Feb. 5 in Council Chambers.
