The Los Alamos County Council will meet on Tuesday, first in closed session at 5 p.m. to discuss the lease agreements between the county and schools and the Boyer Company development and lease agreements. At the conclusion of the closed session, the council will conduct a work session. The work sessions are normally held in White Rock, but this session will be in Council Chambers at 475 20th St.The first item on the agenda is a proclamation declaring 2007-2008 as the 60th anniversary of the Los Alamos County Ice Rink. The proclamation reads, in part: “As the only outdoor ice rink in New Mexico, the Los Alamos County Ice Rink is a unique asset for our community and consistently receives high marks from our citizens regarding its operation.”The business agenda includes an overview of the 2007 employee survey results, presented by Human Resources Manager Sharyl Hofer, and a presentation of the fiscal year 2007 comprehensive annual financial report with auditor’s opinions by Chief Financial Officer Steven Lynne. There are also items regarding the safety of N.M. 4 for commercial vehicles and the adoption of the Parks Master Plan.County Administrator Max Baker and Lynne will begin a discussion with council on the county’s long-range financial plan. Agenda documents state,“This initial discussion will focus on the process of projecting governmental revenues and the structure of the long range financial plan scenarios that will be developed.” Three scenarios are listed in the agenda documents with a different level of revenue projection for each scenario. Lynne and Baker will ask for direction from council on whether the scenarios presented will provide enough information for meaningful decision-making, or whether there is another financial perspective council would like to see.Staff plans to continue the long range financial plan discussion at the Jan. 29 meeting, with a presentation of a first draft of detailed revenue projection scenarios, and at the Feb. 5 meeting, including the initial draft of an updated capital improvement plan.
