The passive voice confounds many.  I shall avoid it in this post.  But the passive voice is one of the basic tools of propaganda.  See, the active voice requires an agent -- this leads to falsifiable declarations.  No good.

"it was assumed that Chiravalle had questions for the staff."  Carol doesn't mention who it was who did the assuming. That would undermine the thesis of her article.

Carol, would you post your notes from that meeting? Then we could see who it was that made the assumption and failed to confirm that assumption with Mr. Chiravalle.  Notes or not, we know that one council member did NOT make that assumption, Mr. Chiravalle.

I assumed he had questions.

I assumed Chiravalle would have question also. It was a bit of a shock when he didn't after pulling the consent item earlier in the meeting. It was just a matter of creating a policy that Councilors will state whether they have questions for the staff or not when an item is pulled from the consent agenda. If not the staff may go home. The problem was that highly paid staff had to stick around getting paid by citizens so they could answer questions on the consent item when in reality no question where going to be answered. It was more of a protest action to pull the consent item that night and force a vote. Now Councilors will let staff know if they need to remain, collecting tax payer money. It's one of those unexpected situation that I think is worked out now.
