Immigration, arms trafficking and border violence were some of the tough issues the governors tackled.

The conference, due to be held in Arizona, almost didn’t take place this year. After Arizona Gov. Jan Brewer advocated the new state law giving local police broader authority to question people’s immigration status during traffic stops, all six Mexican border governors wrote Brewer that they intended to boycott this year’s conference.

Brewer in turn wrote the governors on both sides of the border saying she was canceling the entire conference. New Mexico Gov. Bill Richardson stepped up and arranged to host the conference in Santa Fe.
